Our classes start in late July, so take advantage of Federal Financial Aid before its too late (if you qualify).&lt;/span&gt;&lt;/h2&gt;----------------------------------------------------------------------------------------------&lt;br /&gt;&lt;br /&gt;&lt;h2 class="main-title"&gt;Debt Ceiling Negotiations Could Impact Student Aid Funding&lt;/h2&gt; &lt;p&gt;Negotiations between the White House and congressional leaders on a  package that would raise the debt ceiling and lower the national deficit  could directly impact student aid funding for fiscal year (FY) 2012.  &lt;/p&gt; &lt;p&gt;This week, President Obama will continue to meet with congressional  leadership to negotiate a deficit reduction package that would include  enough spending cuts to convince Republicans to raise the debt ceiling  before the Aug. 2 deadline when the U.S. could begin defaulting on its  debt.  The group’s discussions are primarily at the macro level and have  remained highly confidential. However, it has been reported that  student aid funding, particularly the Pell Grant program, has been  discussed.  Obama and Congressional leaders are looking to cut the  deficit by as much as $4 trillion, so it is possible that FY 2012  student aid funding could be impacted by the deal.&lt;/p&gt; &lt;p&gt;Negotiations are reportedly at an impasse. Democrats want a plan that  spares entitlement programs like social security and increases revenue  through taxes. Meanwhile, Republicans have vowed to turn down any deal  that contains tax increases.  The group must come to agreement before  July 22 to give them enough time to pass the package through the  legislative process before Aug. 2.&lt;/p&gt; &lt;p&gt;The Pell Grant program faces an $11 billion shortfall for award year  2012-13, making it a key budget target during deficit reduction talks.   In his FY 2012 budget request, President Obama proposed plugging part  of that shortfall through the &lt;a href="http://www.nasfaa.org/WorkArea/linkit.aspx?LinkIdentifier=ID&amp;amp;ItemID=4054" title="Pell Protection Act (PPA)" target="_blank"&gt;Pell Protection Act (PPA)&lt;/a&gt;.  The plan would lower the cost of the Pell program and other student aid  programs to maintain the maximum Pell award and pay down the program  deficit.  The elimination of Year-Round Pell, a component of the PPA,  was included in the final FY 2011 budget and reduces the cost of the  Pell program, but an $11 billion shortfall remains. &lt;/p&gt; &lt;p&gt;If a deal is struck on a bill to raise the debt-ceiling and reduce  the deficit, the traditional budget process -- used to set student aid  spending levels -- could be circumvented. In a traditional  appropriations process, House and Senate Labor, Health, Human Services  and Education (Labor-HHS) appropriations subcommittees draft and vote on  a bill to determine funding levels for student aid programs. If Obama  administration and Congressional leaders agree to reduce student aid  funding as part of a larger deficit reduction package it could override  the traditional process. &lt;/p&gt; &lt;p&gt;The U.S. House of Representatives is proceeding with the traditional  appropriations process. The House Labor-HHS Subcommittee plans to debate  legislation on July 26 that would include spending levels for 2012-13  student aid programs.  House appropriators have not released any details  or legislative language, but they working within the constraints of the  &lt;a href="http://www.nasfaa.org/WorkArea/linkit.aspx?LinkIdentifier=ID&amp;amp;ItemID=4871" title="House Budget Resolution that passed in April" target="_blank"&gt;House Budget Resolution that passed in April&lt;/a&gt;.   This resolution called for dramatic cuts to student aid and would  reduce Pell spending to pre-stimulus levels and repealing entitlement  Pell funding provided by the Healthcare &amp;amp; Education Reconciliation  Act (HCERA). &lt;/p&gt; &lt;p&gt;The Senate is behind in the appropriations process and has not passed  a budget resolution.  However, Chairman of the Senate Budget Committee  Kent Conrad (D-ND) recently released a &lt;a href="http://budget.senate.gov/democratic/index.cfm/multimedia?ContentRecord_id=f4a88b2c-e2b8-4197-a4dd-34aa0d42b164&amp;amp;ContentType_id=9732d7bc-d5dd-40ed-ba87-c20683c9ac6a&amp;amp;Group_id=20f6915d-0050-49d0-8a28-13ef967028ee" title="draft budget resolution" target="_blank"&gt;draft budget resolution&lt;/a&gt;  &lt;p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto; line-height:normal"&gt;&lt;span style="font-family:&amp;quot;Cambria&amp;quot;,&amp;quot;serif&amp;quot;; mso-fareast-Times New Roman&amp;quot;font-family:&amp;quot;;font-size:100%;"  &gt;President Obama and some Democratic and Republican lawmakers have proposed a major change to the Pell grant program that could prove devastating both in the short and long-term.  The current proposal would mean a decrease of more than $20 billion in Pell grant money for the academic year 2011 to 2012.  However, the proposal also consists of another reduction of Pell grant money in the tune of $100 billion over the next 10 years.  In a press conference, Arne Duncan, the United States Secretary of Education confirmed the facts of President Obama’s budget reduction.&lt;span style="mso-spacerun:yes"&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto; line-height:normal"&gt;&lt;span style="font-family:&amp;quot;Cambria&amp;quot;,&amp;quot;serif&amp;quot;; mso-fareast-Times New Roman&amp;quot;font-family:&amp;quot;;font-size:100%;"  &gt;These changes will affect every single student in America, regardless of whether they choose to get their education from a public university, a private career school or a community college.&lt;span style="mso-spacerun:yes"&gt;  &lt;/span&gt;Millions of students in the United States depend on money from the government Pell grant program to earn a college education.  For students who want to complete a degree or those interested in starting school, Pell grant money is designed to offer financial assistance when income levels are not sufficient enough for these individuals to achieve their goal. For many colleges and universities, this reduction will mean denying some people from being accepted as students. Unfortunately, because people with the greatest needs are the ones who depend on financial aid of this type most, the loss of funding would mean the loss of an opportunity to earn a degree or start a new career, and hence secure a stable and good paying job. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto; line-height:normal"&gt;&lt;span style="font-family:&amp;quot;Cambria&amp;quot;,&amp;quot;serif&amp;quot;; mso-fareast-Times New Roman&amp;quot;font-family:&amp;quot;;font-size:100%;"  &gt;Experts estimate that more than 9 million students throughout the United   States currently receive a Pell grant reward of some level.  Because of the way this program was developed, students of greatest need receive the highest rewards whereas those with the least need receive a lower amount of financial aid.  Obviously, the number of returning students and those trying to get into college with the greatest financial need would decrease if the proposal by President Obama were to be approved.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom:0in;margin-bottom:.0001pt;line-height: normal"&gt;&lt;span style="Cambria&amp;quot;,&amp;quot;serif&amp;quot;font-family:&amp;quot;;font-size:100%;"  &gt;So what does this all mean? Rail systems seem to have an especially dismal record when it comes to usage when measured against original projected use and cost estimates. Japan’s system needed financial rescuing in 1987, and Taiwan’s line needed help in 2009.But perhaps the biggest mega-mess is China’s $300-billion &lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="Cambria&amp;quot;,&amp;quot;serif&amp;quot;font-family:&amp;quot;;" &gt;high-speed rail&lt;/span&gt;&lt;/span&gt;&lt;span style="Cambria&amp;quot;,&amp;quot;serif&amp;quot;font-family:&amp;quot;;font-size:100%;"  &gt; project. While the resolution lacks details, this could mean returning Pell to FY2008 levels, resulting in a maximum Pell Grant of $2,090 for the 2012-13 academic year. Additionally, the Republican budget resolution calls for the repealing and defunding of the Healthcare and Education Reconciliation Act (HCERA), which includes mandatory funding for the Pell Grant program. This could further lower the maximum grant by $690. In my class, that means 60 minutes. In the real world, 60 minutes doesn’t necessarily mean an hour.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="line-height: normal; margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="line-height: normal; margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;; font-size: 12pt;"&gt;This doesn’t mean that entering a massage clinic means you are entering some kind of strange time warp. She was known to book a same-day&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;appointment, asking for the last appointment of the day, and then no-show. I was told, she’s really tight. I’d say, if people weren’t tight, they wouldn’t need massage. No, she’s &lt;i style="mso-bidi-font-style: normal;"&gt;really&lt;/i&gt;&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;tight. And she says odd things. Creepy things, I asked? Inappropriate things? No . . .well, yeah. Well, just unusual. She’s challenging. She’s nice, though. But when Jane finally appeared on my schedule, I understood.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;She clenched her fists throughout the whole treatment – tight. Her arms were as straight and stiff as a 2’ x 4’. She never closed her eyes, as clients generally do. I work half the time with my eyes closed, to literally “feel” my way, and when I opened my eyes, she was staring at me. It was unnerving. She talked a lot – also unusual during a massage – and asked odd&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;questions.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Why does someone get zits on the back? What do you mean, inner and outer thigh? Do you go to movies? I’d say, I’m trying to loosen this muscle, and she’d laugh and say, “good luck!” Huh?? &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Typically after a session, the therapist notices physical changes have been made. I saw absolutely no change in Jane after a 60-minute massage. Later,&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;I compared notes with my colleagues. We think she’s getting some benefit from massage, because she keeps coming back. We strongly suspect that Jane is dealing with other issues, but we don’t know what they are; Jane doesn’t mention any; and it is outside our scope of practice to diagnose.&lt;/span&gt;&lt;/div&gt;&lt;span style="font-family: Calibri; font-size: 11pt; line-height: 115%; mso-ansi-language: EN-US; mso-bidi-font-family: &amp;quot;Times New Roman&amp;quot;; mso-bidi-language: AR-SA; mso-fareast-font-family: &amp;quot;Times New Roman&amp;quot;; mso-fareast-language: EN-US;"&gt;So, as long as she wants massage, we will be happy to accommodate her. No therapist is. No matter how good you are, how advanced your technique, how intuitive your work, you are not right for every client. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;I told Jen, I worked on a client who had seen our former colleague, Lisa, every other week for two years. When I met the client, she said, “If you’re as good as Lisa, then you’ll be fine.” I thought to myself, oh boy . . . , but said, instead, “How about I be the best Roseann I can be?”&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The client wanted deep work. OK, fine. I am the Queen of Deep. But once I started, four or five times she said my pressure was painful. I pulled back more and more each time, but it never seemed to be enough. And when I shook her hand afterwards, she said my handshake pressure hurt her! &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Jen was almost as surprised as me. “Lisa was a bulldozer,” Jen said. “She couldn’t, or wouldn’t, go lighter.”&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;So how come my pressure was too deep?&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp;&lt;/span&gt;The client was an insulin-dependent diabetic, but that information was on the original health form. Was it fibromyalgia? When I asked her if there were any health changes, she said her diabetes was under control, and otherwise, she was healthy.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;I wish I could tell you how I solved this riddle, but I didn’t. I have no idea what the problem was. By the end of the massage, I felt like I was hardly engaging her tissue, and she still said I was hurting her.&lt;/span&gt;&lt;/div&gt;&lt;span style="font-family: Calibri; font-size: 11pt; line-height: 115%; mso-ansi-language: EN-US; mso-bidi-font-family: &amp;quot;Times New Roman&amp;quot;; mso-bidi-language: AR-SA; mso-fareast-font-family: &amp;quot;Times New Roman&amp;quot;; mso-fareast-language: EN-US;"&gt;I hope she came back and tried working with another therapist. No matter how hard I try, I will definitely never be the right therapist for her. Their lives are too rushed, too demanding, too crazy. They want some quiet time. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Swedish massage techniques are excellent for relaxing a client. Massage therapists look for signs that they are reaching the client’s parasympathetic nervous system. This branch of the autonomic nervous system is the part that is restful, relaxing, restorative. The therapist uses technique, consistent pace, and appropriate pressure to relax the client. Sometimes the client falls asleep during the treatment. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;In my experience, men are more likely to fall asleep during a massage than women. But women do, too.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The first time I had a client fall asleep during a session, I thought to myself, gee, you know, I wonder if I could just sit and read a book for the rest of the time? Would he even notice? Of course, I didn’t do that – I kept working.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;When he started snoring, though, he snored so loud he woke himself up. That was the end of naptime.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Other clients don’t wake up, even once they start snoring. It’s amazing. Some of them are really loud, to the point therapists working in the next room can hear them. I know this for sure, because once my client is sawing logs, I can hear people in the next room laughing. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;It’s not just men who snore, either. And some of the ladies can be heard in the next room, too!&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;When they wake up, I never say anything like “boy, you really snore light a freight train!” or, “I bet you’re single, nobody could put up with that racket!” It’s a hard-and-fast rule, never comment. I say, instead, “did you fall asleep for a while?” &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Women don’t mind falling asleep. They don’t like to be heard snoring. When a female client realizes she’s been snoring, she is usually embarrassed and apologetic. “Hey,” I tell her, “it just shows that massage works!” or “It’s a big complement on my technique.” &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;The men never apologize for snoring. I guess snoring is a manly thing. It’s kind of expected.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;I only feel bad, sometimes, that I have to wake them up. If someone falls asleep that deeply during a massage, I figure they really need rest. My cat’s claws get clipped so she can’t scratch me.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Mine get clipped so I can’t scratch you.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;It wasn’t always this way. Back in my corporate life, I had manicures. I painted my nails bright red or pale blue or even seafoam green. I was girly. Then I went to massage school and found out that, to gain a new career, I would have to give up my nails.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;It’s an unexpected downside to doing massage. For many women, beautiful fingernails are essential. Nails can be painted a variety of colors, be adorned with jewels, even have little pictures painted on them! Nice nails matter.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;As massage therapists, we give all that up. Part of my essential&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;work equipment is an emery board. Before doing massage, I pull out my trusty emery board and file down my nails until I can run the nails of one hand against the opposite palm and feel only the padded tips of my fingers. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Think about it. A massage therapist uses her hands for long effleurage strokes, for the lifting/twisting/ rolling maneuvers of petrissage, and for deep friction. For a client with a mobile scapula, I might reach under the vertebral border with my fingertips to work the rhomboid attachments, or even go deep enough for subscapularis. I can’t take a chance of scratching the client. Bye-bye, manicures.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;But there are some things you just can’t do when you don’t have nails. There are a couple pieces of scotch tape on my dining room wall that are going to be there until either I change careers, or the drywall is replaced. You need nails to scratch them off.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;And don’t ever drop coins on the floor. Trust me, if I drop a dime, it’s gone.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;It’s impossible to pick it up without nails. &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;At least when I take the cat in for a claw-clipping, I can look her in the furry face and say, sweetie, I feel your pain. Just remember my small sacrifice if you see me drop some coins.
